This review analyzes & ranks the home insurance companies selling the most new home insurance policies in Florida by their number of annual complaints each year from 2009 to 2014, based on data last updated by Florida state for the quarter ending 12/31/2014. As any Florida homeowner should know, many of the large national insurance companies no longer sell new home insurance policies in the state.

Knowing which companies are currently selling the most policies, can not only help you find the companies selling Florida home insurance, but might indicate the companies with competitive rates for you. I rank these companies from best to worst by their homeowners insurance complaint history, as determined by complaints filed against them by Florida home insurance customers & claimants, with the Florida Office of Insurance Regulation for 2009, 2010, 2011, 2012, 2013 & 2014. Common reasons for filing complaints are because of denials, delays, or inadequate payments of claims. Looking at your homeowners insurance company’s multiple year complaint record, compared to its competitors, can help you decide if your homeowners, condominium, mobile home, or renters insurance company is more likely to provide fair claims handling and customer service when you need it, or if other property insurance companies may be a better choice for you.

My website reviews the major auto & home insurance companies in the USA, but many of these large national companies do not sell home insurance in Florida. JD Power & AM Best do not rate many of the major companies selling property insurance in Florida, so reviewing a company’s complaint statistics is an important way to determine if an insurance company is likely to provide acceptable or poor service.

Florida Insurance Companies selling the Most Home Insurance Policies Ranked from Best to Worst by their Complaint Record

All home insurance companies DO NOT necessarily provide the same coverage, so you want to consider the coverage each company provides, in addition to its price, service, & complaint record, when selecting a company. I recommend talking to as many agents and companies as you can, and use their expertise to tell you the pros & cons of any company’s home insurance policy, before deciding on a company. Don’t rely on only one company’s or agent’s opinion. When more than one agent or company is telling you the same thing, the information is more likely to be accurate. When discussing coverage, a good agent can show you the policy language indicating how the coverage works.

About the information in this review

The Florida Office of Insurance Regulation website is the source of my information about the home insurance companies in this review, and each company’s complaint statistics. Florida has revised how it presents home insurance complaint statistics, since my last Florida home insurance review I wrote in 2012.

To adjust for different size companies, Florida provides the number of policies per complaint. This is because a company insuring twice as many Florida homes as another company, is more likely to have more complaints than a smaller company, due to its larger customer base, but its number of policies per complaint may be lower than the company with less policies.

For example, Company X (600,000 policies) has twice as many home insurance policies as Company Y (300,000 policies). Company X has 200 home insurance complaints and Company Y had 150 home insurance complaints in 2013. Although Company X has a higher number of complaints, it has 1 complaint per 3,000 policies (1:3,000) and Company Y has 1 complaint per 2,000 policies (1:2,000), giving Company X the better complaint record.

In reviewing these home insurance complaint statistics, the higher the number of policies per complaint, the better the complaint record is for the company. Don’t worry about keeping track of the math, because I rank the companies from best to worst complaint record, and I’ll point out which companies are performing much better or much worse than the other companies.

Although the companies are ranked from best to worst, sometimes there is not too much of a difference in their most recent three year FL homeowners insurance complaint record, or the company with the better complaint record is debatable. You can see the data and decide for yourself, but to make it easier for you to compare companies, I group companies with similar complaint records into tier groups. Tiers 1 through 8 are from best to worst.

Insurance companies often have several subsidiary companies selling home insurance, with different rates & eligibility requirements to qualify for each subsidiary. Be sure to know the exact name of the company quoting or insuring your property, so you can check its correct home insurance complaint record. For example, Tower Hill Select Insurance Company has a different complaint record than Tower Hill Signature Insurance Company.

Florida Homeowners Insurance Company Financial Solvency & Financial Strength or Stability Ratings

Due to the risk of very high claims costs from catastrophic losses caused by extreme weather like hurricanes, the Florida homeowners insurance subsidiaries of even financially strong companies like State Farm, often have lower than an “A-” Financial Strength Rating from AM Best, and many of Florida’s major insurers of homes are small companies not rated by AM Best at all. Several Florida home insurers have become insolvent in recent years, even in the absence of a major hurricane causing damage in the state for the last 9 years.

Sunshine State Insurance Company was the 24th biggest seller of residential property insurance, in the quarter ending 9/30/2013, but became financially insolvent in 2014. Sunshine State Insurance Company customers were assumed by Heritage Property & Casualty Insurance Company, but the last thing you want is trying to settle a claim with an insolvent company, even if another company is taking over their policies and claims obligations.

It’s hard to find financially strong Florida homeowners insurance companies & qualify for coverage. Florida property owners may have to settle for the most financially strong company willing to insure their property. In this review, I note whether a company is rated by AM Best for financial strength & the meaning of its rating. The two companies below have the best Florida home insurance complaint histories among the 28 companies in this review by far. If either of these two companies are available to you, they may be a good choice for you, but you want to consider other factors, as well as a company’s complaint record.

For example, American Modern sells specialty property insurance in many states, to people or homes not usually qualifying for standard home insurance, with limited coverage. Before choosing American Modern (this is good advice before choosing any home insurance company), you want to make sure the coverage is adequate for your needs.

Depending on the characteristics of your home, where in Florida it’s located, or other considerations, the top two companies may not be available to you. This is true of all Florida home insurance companies, except the insurer of last resort, Citizen’s Property Insurance Corporation. Use this list of companies to find the company willing to insure your property, offering the right coverage for you, with the best home insurance complaint record.

First American Property & Casualty Insurance Company was the 25th biggest seller of home insurance, in the quarter ending 12/31/2013, but is no longer among the top 25 companies selling the most homeowners insurance in Florida. First American Property & Casualty Insurance Company did increase its number of homeowners insurance policies in Florida from 12,171 at the end of 2013 to 13,558 policies by the end of 2014, so the company is still selling new homeowners insurance policies in FL.

Although First American Property & Casualty Insurance Company has the best Florida complaint record on this list, its complaint performance in states other Florida is usually higher than average.

First American Property & Casualty Insurance Company is one of the few insurance companies on this list rated by AM Best for financial strength. First American Property & Casualty Insurance Company had its AM Best Financial Strength Rating of “A” (Excellent) last affirmed on 7/24/2014, with a stable outlook, meaning no ratings upgrade or downgrade is expected for the company in the near future. “A” is the third highest AM Best financial strength rating. USAA was the 20th largest seller of new home insurance policies in the quarter ending 12/31/14, but the only USAA subsidiary, of the three USAA subsidiaries insuring homes in FL, increasing its number of homeowners insurance policies from 2013 to 2014, was USAA General Insurance Company. USAA is ranked by the performance of its subsidiary insuring the most Florida homes (far more than the other two subsidiaries), United Services Automobile Association.

USAA is available only to U.S. military members, honorably discharged veterans, and their immediate family members. If you are eligible for membership in USAA, you should definitely see if USAA will insure your home, since the company is very highly rated by JD Power for auto & homeowners insurance customer & claims satisfaction, and by AM Best for financial strength, where it has the highest AM Best Financial Strength Rating of “A++” (Superior).

USAA started selling homeowners insurance to insure Florida homes again in 2014, however, many property owners eligible to become members of USAA may find it hard for their home to qualify for USAA homeowners insurance due to its location or other factors.

Omega Insurance Company did increase its number of homeowners insurance policies in Florida from 39,631 at the end of 2013 to 45,599 policies by the end of 2014, so the company is still selling new homeowners insurance policies in FL.

Omega Insurance Company is one of the Tower Hill Insurance Group companies (several of which are ranked for complaints in this review, but their company names reflect the Tower Hill brand), selling homeowners, dwelling insurance for rental properties, condominium, mobile home, flood, & tenant insurance in the state of Florida only.

Omega Insurance Company is not rated by AM Best. However, A.M. Best Co. downgraded the financial strength ratings (FSR) to D (Poor) from B (Fair) for the Tower Hill companies back in 2009, before Tower Hill requested to be removed from A.M. Best’s interactive rating process. I become concerned about any company not rated by AM Best for financial strength, or receiving an AM Best Financial Strength Rating lower than “A-.”

From the unavailability of its complaint statistics in 2011 and earlier, I assume Heritage Property & Casualty Insurance Company started selling Florida home insurance in 2012. The company ended 2012 with 42,710 active home insurance policies, and no complaints. By the end of 2013, Heritage Property & Casualty Company had 133,168 FL home insurance policies in force.

Heritage Property & Casualty Insurance Company offers homeowners, condominium, rental property, & commercial residential insurance in Florida, through a network of independent insurance agencies located throughout the state. In July 2015, Heritage Property & Casualty Insurance Company applied to expand its property insurance business into North Carolina, South Carolina, Massachusetts and Rhode Island.
