20 Top PA Home Insurance Companies Ranked from Best to Worst for Complaints
These largest Pennsylvania home insurance companies are determined by the amount of premium they collect in Pennsylvania for home insurance each year. The Pennsylvania Insurance Department is my source of Pennsylvania homeowners insurance market share & written premium for these companies, as well as the annual home insurance complaint index calculated by Pennsylvania state each year, for 2010, 2011, 2012, & 2013. Insurance companies (often an insurance group of companies under a single brand) may have several subsidiary companies insuring homes in Pennsylvania. For example, Allstate has several subsidiaries, including Allstate Insurance Company and Allstate Property & Casualty Insurance Company, insuring homes in PA. Make sure you know the correct name of the insurance subsidiary company quoting or insuring you, to check the proper home insurance complaint record and ratings. I review only the subsidiaries operating under a single brand. For example, Nationwide owns Allied & Harleysville, but each of these brands, in spite of common ownership, operate as separate entities, so I consider them separate companies.
The annual complaint index for home insurance is determined in this manner, as described on the PA Insurance Department website:
Complaint Index – A mathematical comparison of an insurance company’s premium volume against its number of closed consumer complaints filed with the department during a given calendar year. Generally speaking, an index of 1.00 means the company’s share of closed complaints is equal to its market share. For example, if a company has 25% of the market a complaint index of 1.00 means it also has about 25% of the closed consumer complaints. An index greater than 1.00 (for example, 1.50) means the company has more closed complaints than its share of the market; and an index less than 1.00 (for example, 0.75) means the company has fewer closed complaints than its share of the market.
Per the above definition, the companies with the lowest complaint index numbers have the best home insurance complaint records, and the companies with the highest complaint index numbers have the worst home insurance complaint records.
To make it easier to interpret the home insurance complaint index numbers, I developed this rating system:
B = Better than average. Home insurance companies with a complaint index less than 75% of the average insurance company.
C = Average. Home insurance companies with a complaint index from 75% to 125% of the average insurance company.
W = Worse than average. Home insurance companies with complaint index more than 125% of the average insurance company.
Over the four year period, 2010-2013, the best companies will have a “B” rating each year. You may want to reconsider insuring with any home insurance company having a complaint index greater than 1.00 in the last three years. You can look at the complaint index numbers to see the companies with better “B” ratings, but I rank the twenty companies in this review from best to worst (#1 being best, #20 being worst) for complaint records to make it easy for you.
However, I list the companies in order (1 to 20) by PA home insurance market share, so the first company listed at #1 has the most market share, not the best home insurance complaint record. Look for each company’s “PA home insurance complaint record ranking” in bold below each company’s name. I base each company’s home insurance complaint record ranking usually on the performance of its largest subsidiary, weighing the scores based on recency, unless a substantial portion of a parent company’s home insurance customers are with subsidiaries with a much different complaint index numbers.

These discounts may not be available in all states or to all customers, or may not be available for the auto or home insurance policies of all subsidiary companies. Although the two Metlife companies have very similar names, the one with “Direct” in its name, has a much worse PA home insurance complaint record. I assume if you buy Metlife auto or home insurance direct from the company, the “Direct” company is the subsidiary you are being offered. If you are interested in Metlife for auto or home insurance, it may be best to contact a Metlife agent or independent insurance agent representing Metlife, and see if they can offer you the Metropolitan Property & Casualty Insurance Company subsidiary. If you have a problem with an insurance company, it helps if you have a good agent to assist you, rather than having to work direct with the company.
What about other good Pennsylvania home insurance companies?

PA Home Insurance Companies Review Summary
Chubb (mainly for high value homes), Amica, Erie, Nationwide, and State Farm have the best Pennsylvania home insurance complaint records from 2010 to 2013. Donegal, Hartford, Homesite, and Farmers have some of the worst PA home insurance complaint records during the same period. A company’s complaint record is important, but so is coverage and price. If you haven’t shopped your auto or home insurance in the last few years with at least five other companies, there is a good chance you are paying too much.
