Section I
20 Top PA Auto Insurance Companies Ranked from Best to Worst for Complaints
These largest Pennsylvania auto insurance companies are determined by the amount of premium they collect in Pennsylvania for auto insurance each year. The Pennsylvania Insurance Department is my source of Pennsylvania auto insurance market share & written premium for these companies, as well as the annual auto insurance complaint index calculated by Pennsylvania state each year, for 2010, 2011, 2012, & 2013.
The annual complaint index for auto insurance is determined in this manner, as described on the PA Insurance Department website:
Complaint Index – A mathematical comparison of an insurance company’s premium volume against its number of closed consumer complaints filed with the department during a given calendar year. Generally speaking, an index of 1.00 means the company’s share of closed complaints is equal to its market share. For example, if a company has 25% of the market a complaint index of 1.00 means it also has about 25% of the closed consumer complaints. An index greater than 1.00 (for example, 1.50) means the company has more closed complaints than its share of the market; and an index less than 1.00 (for example, 0.75) means the company has fewer closed complaints than its share of the market.
Per the above definition, the companies with the lowest complaint index numbers have the best auto insurance complaint records. However, companies or subsidiaries having a small percentage of market share can have very high complaint index numbers from only one or two complaints. I’ll let you know when this is the case, and in these situations, it’s not the high index number that counts, but how many years the company consistently has higher than average complaint indexes.
I’ll explain when I think there is more to the story than a company or subsidiary’s auto insurance complaint index suggests. I’m usually excluding subsidiaries with .10% share of the PA auto insurance market, except for the insurance groups with smaller market shares for all subsidiaries, towards the end of the list.
The PA auto insurance market is very fragmented, like it is in most states, where a major national companies like Metlife, Esurance, Hartford, and AAA have less than 1 percent of the market, so even smaller sized companies are large enough to make my list of the top twenty largest auto insurance companies in PA.
To make it easier to interpret the auto insurance complaint index numbers, I developed this rating system:
B = Better than average. Auto insurance companies with a complaint index less than 75% of the average insurance company.
C = Average. Auto insurance companies with a complaint index from 75% to 125% of the average insurance company.
W = Worse than average. Auto insurance companies with complaint index more than 125% of the average insurance company.
Over the four year period, 2010-2013, the best companies will have a “B” rating each year. You may want to reconsider insuring with any auto insurance company having a complaint index greater than 1.00 in the last three years. You can look at the complaint index numbers to see the companies with better “B” ratings, but I rank the twenty companies in this review from best to worst (#1 being best, #20 being worst) for complaint records to make it easy for you. However, I list the companies from #1 to #20 by PA auto insurance market share, so the first company listed at #1 has the most market share, not the best auto insurance complaint record. Look for each company’s “complaint record ranking” in bold below each company’s name.
Attention: Insurance companies may have several subsidiary companies selling auto insurance in Pennsylvania. Some auto insurance companies will quote you a different subsidiary based on your driving record or other reasons. For example, State Farm sells auto insurance through State Farm Mutual Automobile Insurance Company, but also through State Farm Fire & Casualty Company. Make sure you know the correct name of the insurance subsidiary company quoting or insuring you, to check the proper complaint rating. I consider subsidiaries operating under a single brand. For example, Liberty Mutual owns Safeco, Allstate owns Esurance & Encompass, and Nationwide owns Allied & Harleysville, but each of these brands, in spite of common ownership, operate as separate entities, so I consider them separate companies. It appears the Pennsylvania Insurance Department includes commercial autos used in business with the personal auto statistics, so some companies or subsidiaries may be exclusively for commercial auto insurance, instead of personal use vehicles.
I base each company’s complaint record ranking usually on its largest subsidiary, unless a substantial portion of a parent company’s total auto insurance customers are with subsidiaries with a much different complaint index.
The importance of Pennsylvania auto insurance market share change
In this review, an auto insurance company’s market share change is measured by the change in the amount of auto insurance premium it collects each year in Pennsylvania. A big reduction in car insurance premium collected from year to year can be an indication an auto insurance company’s rates are too high, and customers are leaving to insure with other auto insurance companies. A big increase in the amount of auto insurance premium collected might mean sales growth due to competitive rates. However, if one subsidiary has decreasing auto insurance market share, and another subsidiary has increasing auto insurance market share, customers may be transferring to the growing subsidiary.

Auto-owners performs well in JD Power surveys of auto & home insurance customer & claims satisfaction, and has been available to Pennsylvania residents since 2009, being sold through independent insurance agencies representing the company throughout Pennsylvania. Auto owners has a very small share of the PA auto insurance market, but its share increased 40% in 2013, going from .05% in 2012 to .07% in 2013. It usually takes two things to increase auto insurance market share: 1. competitive rates, and 2. public awareness. Auto-owners, like many companies selling through independent insurance agents, expect the agents to reach customers for them, so they don’t spend a lot of money on media advertising. Many PA residents may not be aware of Auto-owners Insurance, and many consumers fail to check with an independent insurance agency when they shop for auto insurance, which may account for Auto-owners small market share. If you qualify for preferred auto insurance rates, you should definitely check to see what Auto-Owners Insurance can do for you. 3. Interinsurance Exchange of Auto Club
This company is part of one (Automobile Club of Southern California) of the several insurance groups owned by Automobile Club of America (AAA). Most AAA offices also operate as independent insurance agencies, representing several insurance companies. AAA Mid-Atlantic Insurance Company is included in my review above of the top 20 auto insurance companies, and it is growing auto insurance market share in PA too, but you may want to have your AAA insurance agent compare it to the rates of Interinsurance Exchange of Auto Club, if it’s available to you, because its market share is also growing, from .18% in 2012 to .22% in 2013. However, like AAA Mid-Atlantic Insurance Company, it has a poor auto insurance complaint record in 2013.
4. Amica Insurance
Amica, like Auto-owners Insurance, performs very well in JD Power auto & home insurance customer surveys. Although Amica is doing more TV advertising these days, it is still not a very well known insurance company, in spite of its good reputation among its customers. Not everyone will qualify for Amica, and Amica will not have competitive rates for everyone — no auto insurance company has good rates for everyone — but Amica’s PA auto insurance market share grew slightly, from .34% in 2012 to .35% in 2013, which may indicate it has competitive rates for some people. Amica sells direct to the public, not through agents, and you can get a price quote at the Amica Insurance website.
Nonstandard Auto Insurance Companies with increasing PA Market Share
If you have tickets, accidents, or other problems qualifying for standard auto insurance rates, some of the companies in this review won’t insure you. Nonstandard auto insurance is designed to insure drivers having difficulty qualifying for standard auto insurance, but the rates are much higher. If you pay higher rates because auto insurance companies consider you a higher risk, the two companies below have growing market share in PA, which might mean they’ll have lower rates for you.
1. Mid-Century Insurance Company (Farmers)
Farmers Insurance Group is a major auto insurer in many Western US states, and has store front agencies in many communities, like Allstate & State Farm have in most states. Farmers has expanded into Pennsylvania, and may also be available from independent insurance agencies. One of the major nonstandard auto insurance companies for the Farmers Insurance group of companies is Mid-Century Insurance Company, which has grown its PA auto insurance market share from .15% in 2012 to .36% in 2013, which may be a sign Mid-Century has good rates for higher risk drivers. You can likely find an agent representing Farmers & Mid-Century through the ads at the top or bottom of this review.
2. Omni Insurance Company
Like Mid-Century Insurance Company, Omni Insurance Company has grown its PA auto insurance market share, from .33% in 2012 to .36% in 2013. This may seem like a small increase, but it’s close to a 10% increase in market share. If you can’t find an agent representing Omni through the ads at the top & bottom of this page, you can locate an agent through the Omni auto insurance website.
Other well-known auto insurance companies with decreasing PA Market Share
These three auto insurance companies have been losing PA market share, which may mean their auto insurance rates are too high, or customers are dissatisfied with these companies’ service. If you add up the 2013 PA auto insurance market share for the subsidiaries of these three companies, each one would be large enough to make the lower quarter (15 through 20) of the top 20 largest auto insurance groups. However, because none of the subsidiaries has much market share on its own, these companies are not included in my top 20 list. Two of these three companies — The Hartford & Metlife — are well-known national brands. But all three have decreasing market share, so it my be wise to check the rates of other companies, if you are insured with any subsidiary of the companies listed below.
1. Metlife Auto & Home Insurance
Metlife’s subsidiary with the largest auto insurance market share in PA, Metlife Group Property & Casualty Insurance Company, is actually growing quite a bit percentage-wise, from .23% in 2012 to .29% in 2013 (about a 25% increase). However, this subsidiary is available only through group coverage, so for you to be considered for eligibility, it must be available as a group benefit through your work or another association.
The Metlife companies selling direct to the public or through agents, have decreasing auto insurance market share in PA., so if you purchased your Metlife auto insurance from a company other than one referenced above, you may be paying too much for your coverage.
2. Hartford
The Hartford has many subsidiaries with very small auto insurance market share in Pennsylvania, with all but one losing market share from 2012 to 2013. The loss of market share, combined with poor complaint records for some of its subsidiaries, may be a reason for Hartford auto insurance customers in PA to consider other auto insurance companies.
3. Peerless Insurance
Peerless Indemnity Insurance Company, the subsidiary with the largest PA auto insurance market share, had a large loss of market share, going from .49% in 2012 to .36% in 2013, which is a loss of more than 25%. A big change like that may because Peerless charges too much for its auto insurance.
