Progressive Review: Auto Insurance Price Competitiveness, AM Best Financial Strength Ratings & Complaints 2009-2014

This Progressive Insurance review will evaluate, for the most recent five year period where reliable statistics are available (2009, 2010, 2011, 2012, 2013, & 2014), the auto insurance complaint record for the major subsidiary companies of Progressive, to determine whether each subsidiary, such as Progressive Northern Insurance Company, has a better-than-average, average, or worse-than-average customer complaint record.

I’ll also look at the JD Power ratings for Progressive auto insurance pricing, and increases & decreases in market share (as measured by annual written premiums) for each Progressive subsidiary, as a possible indication of high or low car insurance rates. In addition, I’ll review the AM Best Financial Strength Ratings for the Progressive insurance companies, too.

Be sure to use the information in this review and the ad below this paragraph (or the ad at the end of this review) to request price quotes from multiple insurance companies, and find the best auto or home insurance company for you.

There are plenty of insurance company reviews & customer complaints on the Web. Will positive or negative customer reviews help you choose a better auto or home insurance company? Can customer reviews at least help you avoid insurance companies with unacceptable customer service? You may really like your car or home insurance company, or you may have heard from relatives or friends about the insurance companies they think are best, but you never really know how good your insurance company will be, until you have a serious claim. The wise consumer should avoid insurance companies with a worse than average history of auto or home insurance complaints, but most reviews online don’t have enough complaint data to make a fair comparison among insurance companies.

The detailed information in this review, and my review of the JD Power auto & homeowners customers & claims satisfaction ratings for Progressive Insurance, compare Progressive auto insurance to the industry average and competing companies for customer service, customer complaints, claims processing performance, and insurance rates, but if If you don’t want to read all the details, you can go to my review here, to see at a glance if Progressive consistently performs better than average, average, or worse than average for customer service, claims, complaints, and pricing, and compare Progressive to over 40 other U.S. insurance companies.

Progressive Auto Insurance Customer Complaints, Pricing, & Ratings Review

Progressive is one of the fastest growing auto insurance companies, and it is the fourth largest auto insurer in the USA, with an auto insurance market share which may surpass the #3 US auto insurer, Allstate Insurance, in the next few years. Progressive has grown its number of customers, by extensive national media advertising, and offering competitive rates to many of the people contacting them for auto insurance quotes. However, a wise auto insurance consumer should never assume a company with a reputation for low rates, will have competitively priced rates for them, and skip shopping with all the leading companies. Checking the rates of only one or two auto insurance companies is a good way to end up paying too much for your coverage.

Progressive insures autos and other vehicles, but it does not insure homes or personal property, and does not sell its own home or renters insurance. Progressive partners with other insurance companies, and acts as an agent, to sell home, condo, renters, & mobile home insurance. If you get a home insurance price quote from Progressive, the company (or companies) they quote you will depend on where you live. This review will analyze the complaint statistics of the Progressive auto insurance companies. If you purchased (or you are planning to purchase) home insurance from Progressive, have Progressive confirm the name of the insurance company insuring your home (its name will appear on your home insurance declarations page, too), and visit my website’s homepage, to check my home insurance complaint ratings for the company.

Progressive is best known for selling auto insurance direct to the public, through its website and call centers, but most independent insurance agents located in your community represent Progressive, though the rates and Progressive subsidiary companies offered by independent insurance agents will be different than buying direct from the company.

This Progressive auto insurance review is divided into three sections, consisting of: 1. AM Best Financial Strength Ratings for the Progressive insurance companies, 2. its auto insurance customer complaint record, and 3. the competitiveness of Progressive auto insurance rates compared to other major insurance companies.

1. AM Best Financial Strength Ratings for the Progressive insurance companies

The Progressive subsidiaries selling personal auto insurance in this review had their A+ (Superior) AM Best Financial Strength Rating with a stable outlook (no ratings upgrade or downgrade is expected in the near future) affirmed on 02/11/2016, and they have maintained this rating for five years or more. A+ is the second highest rating for AM Best. I become concerned with any automobile or homeowners insurance company or subsidiary not rated or with less than an A- rating for financial strength from AM Best.

AM Best financial strength ratings are not a measure of customer service or the quality of the claims adjusting for any of the Progressive companies, but an opinion about their ability to pay claims, remain financially solvent, and stay in business. I recommend avoiding, if possible or practical, any auto or homeowners insurance company with lower than an “A-” rating for financial strength from AM Best. Some major insurance companies have the higher or lower financial strength ratings than the Progressive companies, but the difference in financial strength among A++, A+, A, & A- rated companies is not significant to me unless higher rated companies are the same or better in terms of price, coverage, claims handling, and customer service.

2. Progressive Auto Insurance Complaint Statistics & Ratings 2009 – 2014

A measure of quality for an auto or homeowners insurance company is the number of upheld complaints filed against it with a state’s insurance regulatory authority, compared to the industry average and competing companies. Some of the most common reasons, for people to file auto & home insurance complaints with a state insurance department against insurance companies, are for delays in a claim payment, unsatisfactory payment of a claim, and denial of a claim.

Section #2 of this review will show you if Progressive auto insurance has a better-than-average, average, or below-average complaint record, based on its 2009, 2010, 2011, 2012, 2013 & 2014 customer complaint statistics. This section of the review provides valuable information, to help you decide if Progressive, or a competitor, like GEICO or State Farm, is a better insurance company for you. By choosing a company with a better-than-average complaint history, or at least avoiding companies with consistent, worse-than-average complaint records, you decrease the likelihood you will have a negative experience, when you need your insurance company.

The complaint statistics, called complaint ratios, used in this Progressive Insurance review are the number of upheld complaints filed against each of the Progressive companies with a state’s insurance regulatory authority, adjusted for each subsidiary’s market share, as determined by the National Association of Insurance Commissioners.

The complaint ratios for the Progressive insurance companies listed below display the ratio of the company’s U.S. Market Share of closed complaints compared to the company’s U.S. Market Share of premiums for a specific policy type. Complaint ratios lower than “1” have less complaints than average, and complaint ratios over “1” have more complaints than average. The lower the complaint ratio, the less complaints against the company. Ideally, you want to choose an auto or home insurance company with complaint ratios less than 1.00 each year, at least over the most recent three years.

So you don’t have to worry about comparing complaint ratio numbers, I devised a rating system to help you identify if Progressive has a good or poor complaint record.

Here’s how I establish my auto & homeowners insurance complaint ratings:

B = Better than average. Insurance companies with complaint ratios less than 75% of the average insurance company.

C = Average. Insurance companies with complaint ratios from 75% to 125% of the average insurance company. I use a minus sign (-) to indicate auto insurance complaint ratios slightly worse than average (1.01 to 1.25) and a plus sign (+) for auto insurance complaint ratios slightly better than average (.99 to .75).

W = Worse than average. Insurance companies with complaint ratios more than 125% of the average insurance company.

I prefer companies with the longest recent history of “B” ratings each year (or at least in the most recent three years). Companies with “B” or “C+” ratings are okay, too, particularly if they have less market share, with less than $50,000,000 in premiums for that line of insurance (auto or home) each year. I prefer to avoid companies with a consistently higher than average number of complaints, or with inconsistent complaint records, unless there are mitigating factors, such as very small market share.

Progressive has many subsidiary companies licensed to insure personal use vehicles in the states where the company sells insurance, which is in most of the 50 states. The use of more than one auto insurance subsidiary company is usually to offer different pricing, or operate in a certain state or states. Progressive uses a multitude of different subsidiaries to vary pricing for different marketing channels, such as buying from agent, or direct from the company. Different subsidiaries can be used to offer specific pricing for certain market segments, such as drivers with lower or higher risk expectations (for example, drivers with a clean driving record vs. drivers with tickets and accidents), or certain occupations or employers, such as teachers or government employees, or to insure certain types of vehicles, such as motorcycles.

Progressive 2012-2014 auto insurance complaint record, considering all subsidiaries:

Average

Warning: Progressive’s auto insurance complaint record varies a lot for each subsidiary, so if you are quoted or insured with Progressive, I encourage you to check the complaint record for the Progressive subsidiary insuring or quoting you. Your auto insurance ID card will tell you which Progressive subsidiary is insuring you. When you receive an auto insurance quote in writing, there should be information specifying which Progressive subsidiary provided the quote, or is “underwriting” the auto insurance policy, if purchased.

Progressive has 33 separate auto insurance subsidiaries. Some subsidiaries operate in many, but not all 50 states, and some subsidiaries operate only in one, or a few states. Progressive sells direct from the company and through independent insurance agents, but there are usually more than two subsidiaries operating in each state. For example, Artisan & Truckers Casualty Company, Progressive Casualty Insurance Company, Progressive Classic Insurance Company, Progressive Direct Insurance Company, Progressive Northern Insurance Company, Progressive Preferred Insurance Company, Progressive Specialty Insurance Company, & Progressive Universal Insurance Company all had auto insurance customers for 2012, in my home state of Oregon. How do you know which Progressive subsidiary is insuring you, or quoting your auto insurance?

To make it easier for you to find the complaint record & ratings for the Progressive subsidiary or subsidiaries of interest to you, I’m listing the companies in alphabetical order. Also, to help you know about the Progressive subsidiaries most likely to be available in your state, right below each subsidiary’s name, I list the states where I believe the company to be insuring private passenger vehicles.

Three Progressive subsidiary companies are too small, with shrinking market share, or having no auto insurance policies in force, and are not included in this review: Progressive Bayside Insurance Company (operated in FL & GA only), Progressive Freedom Insurance Company (operated in NJ only), and National Continental Insurance Company.

4. Progressive Auto & Home Insurance Rates & Pricing Compared to Competitors

Homeowners Insurance Pricing

Although Progressive is now the majority shareholder of the property insurer, American Strategic Insurance (ASI), Progressive itself does not insure homes, and acts as an agent selling the home insurance of several other insurance companies, to “bundle” with its auto insurance. However, in recent JD Power Homeowners Insurance Customer Satisfaction studies, Progressive’s performance as an agent has been rated for homeowners insurance satisfaction.

Progressive received the rating of three power circles (about average) for the category of Homeowners Insurance Pricing in the national 2014 JD Power U.S. Homeowners Insurance Satisfaction study. The following companies rated better than average (4 power circles or 5 power circles) for lower homeowners insurance rates in the 2014 JD Power Homeowners Insurance Satisfaction study: Auto-Owners, Amica, Automobile Club of Southern California, Hartford, Erie, Mercury, and GEICO.

Auto Insurance Pricing

Progressive received the lowest rating of two power circles for the category of Pricing in the 2016 JD Power U.S. Auto Insurance Purchase Experience Study, which reflects the opinion of auto insurance shoppers about the rates they were quoted by Progressive. The following companies rated above average (4 power circles or 5 power circles) for lower auto insurance rates nationally in the 2016 JD Power Auto Insurance Purchase Experience Study: USAA, Erie, Liberty Mutual, The Hartford, American Family, Automobile Club Group, Travelers, Ameriprise, CSAA Insurance Group, and Mercury.

Progressive received the rating of three power circles (about average) for the category of auto insurance pricing in the 2015 JD Power Auto Insurance Customer Satisfaction study, in the states of Alabama, California, Connecticut, Delaware, District of Columbia, Georgia, Idaho, Kentucky, Louisiana, Maine, Maryland, Massachusetts, Mississippi, Montana, New Hampshire, New Jersey, North Carolina, Oregon, Pennsylvania, Rhode Island, South Carolina, Tennessee, Vermont, Virginia, Washington, West Virginia, & Wyoming, which reflects the opinion of current Progressive policyholders about the auto insurance rates they pay.

Progressive received the rating of four power circles (better than most) for the category of auto insurance pricing in the 2015 JD Power Auto Insurance Customer Satisfaction study, in the states of Arizona, Arkansas, Colorado, Florida, Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, Nevada, New Mexico, North Dakota, Ohio, Oklahoma, South Dakota, Utah, and Wisconsin.

However, Progressive received the lowest rating of two power circles in the state of New York, for the category of auto insurance pricing in the 2015 JD Power Auto Insurance Customer Satisfaction study.

The following companies rated above average (4 power circles or 5 power circles) for lower auto insurance rates in the 2015 JD Power Auto Insurance Customer Satisfaction study in the some of the same states where Progressive was rated: USAA, Erie, GEICO, Grange, COUNTRY, Esurance, Wawanesa, Ameriprise, Auto Club of Southern California, Auto-Owners, Indiana Farm Bureau, Shelter, PEMCO, and Metlife (Florida only).
