JD Power & AM Best ratings for Donegal Insurance Group will also be analyzed. Do any of the Donegal Insurance Group companies have a below average, average, or above average number of customer complaints? My review summary at the end (Section #7), will rate the auto & home insurance customer service & claims handling by the Donegal Insurance Group companies, based on their complaint record.
Donegal Insurance Review
Donegal Insurance, a major auto and home insurer in Pennsylvania, had its beginnings in 1889 and it is still headquartered in Marietta, PA, although it has expanded since the 1980s into neighboring states and the Midwest, by acquiring & consolidating other insurance companies. Donegal is now available in over 18 states and its insurance is sold by about 1,700 independent insurance agencies located throughout communities in these states.
The Donegal Insurance Group consists of the following subsidiary companies: Donegal Mutual Insurance Company, Atlantic States Insurance Company, Le Mars Insurance Company, Michigan Insurance Company, The Peninsula Insurance Company, Peninsula Indemnity Company, Sheboygan Falls Insurance Company, Southern Insurance Company of Virginia, Southern Mutual Insurance Company.
This Donegal Insurance review is divided into seven parts, consisting of: 1. The Donegal Insurance website and the best way to get a price quote, 2. The AM Best Financial Strength ratings for the Donegal Insurance companies, 3. The JD Power auto & home insurance customer satisfaction ratings for Donegal Insurance Group, 4. the auto insurance customer complaint ratings for the Donegal Insurance companies over the last three years, 5. the home insurance customer complaint ratings for the Donegal Insurance companies over the last three years, 6. Donegal Insurance complaints & ratings compared to major competitors, and 7. a Donegal Insurance review summary, rating the company average, better than average, or below average, based on its annual auto & home insurance complaint records & ratings over the last few years.
1. Donegal Insurance website and requesting insurance price quotes
The Donegal Insurance website cannot be used to request an online auto or home insurance price quote, but you can use it get the contact information for independent insurance agents representing one or more of the Donegal Insurance Group companies closest to you, and then you can contact an agent for a price quote. One or more of the Donegal Insurance Group companies are available in 18 states, but the largest home or auto insurance market shares are in Pennsylvania, Maryland, Delaware, and Michigan. Donegal is available in: Alabama, Delaware, District of Columbia, Georgia, Iowa, Indiana, Maine, Maryland, New Hampshire, New York, North Carolina, Nebraska, Ohio, Oklahoma, Pennsylvania, South Carolina, South Dakota, Tennessee, Virginia, West Virginia, and Wisconsin.
Remember — unless you really want to insure with a particular company an independent insurance agency represents, one of the main advantages of using independent insurance agencies is they represent several companies, and have knowledge of your local auto & home insurance market. Never depend on only one agent to shop your insurance for you, and be sure to check the rates of companies selling direct, through their own agents, and independent insurance agents, to find the best auto or home insurance company for you.

2. AM Best Financial Strength Rating for the Donegal Insurance Group Companies
The Donegal Insurance Group companies (Donegal Mutual Insurance Company, Atlantic States Insurance Company, Le Mars Insurance Company, Michigan Insurance Company, The Peninsula Insurance Company, Peninsula Indemnity Company, Sheboygan Falls Insurance Company, Southern Insurance Company of Virginia, Southern Mutual Insurance Company) had their “A” (Excellent) AM Best Financial Strength Rating with a stable outlook (no possible ratings upgrade or downgrade is expected in the near future) reaffirmed on 11/03/2015. The AM Best rating of “A” is the third highest rating for AM Best.
AM Best financial strength ratings are not a measure of customer service or the quality of the Donegal Insurance Group companies’ claims adjusting, but an opinion about its ability to pay claims, remain financially solvent, and stay in business. I recommend avoiding, if possible or practical, any auto or homeowners insurance company with lower than an “A-” rating for financial strength from AM Best. Some major auto & home insurance companies have higher financial strength ratings than the Donegal Insurance Group companies, but the difference in financial strength among A++, A+, A, & A- rated companies is not significant to me unless higher rated companies are the same or better in terms of price, coverage, claims handling, and customer service.

3. JD Power Auto & Home Insurance Customer Satisfaction Ratings for the Donegal Insurance Group companies
Although some of the Donegal subsidiary companies are major insurers of autos & homes in a few states, like Pennsylvania, Donegal Insurance Group does not have enough market share on a national basis (or regionally for the JD Power auto insurance customer satisfaction study) to be included and rated in any of the annual JD Power insurance studies. This does not make the Donegal Insurance Group companies better or worse than auto & home insurance companies rated in JD Power studies. It means there is only one less reliable measure of customer service available to evaluate the Donegal Insurance Group companies, making the complaint statistics in the following two sections important for auto & home insurance consumers to consider.
4. Auto Insurance Complaint Statistics & Ratings for the Donegal Insurance Group companies
The complaint ratios for the Donegal Insurance Group companies listed below display the ratio of the company’s U.S. Market Share of closed complaints compared to the company’s U.S. Market Share of premiums for a specific policy type. Complaint ratios lower than “1” have less complaints than average, and complaint ratios over “1” have more complaints than average. The lower the complaint ratio, the less complaints against the company. Ideally, you want to choose an auto or home insurance company with complaint ratios less than 1.00 each year, over the last three years.
So you don’t have to worry about comparing complaint ratio numbers, I devised a rating system to help you identify a good or poor complaint record.
Here’s how I establish my auto insurance complaint ratings:
B = Better than average. Insurance companies with complaint ratios less than 75% of the average insurance company.
C = Average. Insurance companies with complaint ratios from 75% to 125% of the average insurance company. I use a minus sign (-) to indicate auto insurance complaint ratios slightly worse than average (1.05 to 1.25) and a plus sign (+) for auto insurance complaint ratios slightly better than average (.95 to .75).
W = Worse than average. Insurance companies with complaint ratios more than 125% of the average insurance company.

Donegal Mutual Insurance Company sells auto insurance mostly in the states of Delaware, Pennsylvania, and Maryland. Donegal Mutual Insurance Company has a consistent auto insurance complaint history over the last three years, with a fewer number of complaints than average in 2011, 2013, 2014, & 2015, but a higher number of complaints than average in 2012. In its worst year (2012) during this period, Donegal Mutual Insurance Company had 36% more than the industry average. I prefer to choose auto insurance companies with a consistent history of lower than average number of auto insurance complaints each year, but weigh the most recent three years as the most important. 2012 was over three years ago, and becomes less relevant as time goes by.
The auto insurance market share for Donegal Mutual Insurance Company has increased each year since 2011, which may be a sign of competitive auto insurance rates in at least some of the states where this subsidiary operates.

But unlike Donegal Mutual Insurance Company, Atlantic States Insurance Company has a consistent, less-than-average number of auto insurance complaints each year, over the last five years, with its number of complaints in its worst year (2012) during this period, at 86% of the industry average. I prefer to choose auto insurance companies with a consistent history of lower than average number of auto insurance complaints each year.
The auto insurance market share for Atlantic States Insurance Company has increased each year since 2011, which may be a sign of competitive auto insurance rates in at least some of the states where this subsidiary operates.

Le Mars Insurance Company sells auto insurance in the states of Iowa, Nebraska, Oklahoma, and South Dakota. Le Mars Insurance Company had no auto insurance complaints in 2013 & 2015, but had a higher than average number of auto insurance complaints in 2011, 2012, and 2014. Le Mars Insurance Company has very little auto insurance market share, compared to competing auto insurance companies and other Donegal subsidiaries, so only a few auto insurance complaints each year can lead to high auto insurance complaint ratios. However, as with any insurance company or subsidiary, you want to see a consistent history of lower than average (less than 1.00) auto insurance complaint ratios.
The auto insurance market share for Le Mars Insurance Company is small for covering four states, and has decreased slightly since 2011, which may be a sign Le Mars Insurance Company does not have competitively priced auto insurance rates.

I prefer to choose auto insurance companies with a consistent history of lower than average number of auto insurance complaints each year.

Southern Insurance Company of Virginia sells auto insurance mostly in the states of Virginia & North Carolina. Southern Insurance Company of Virginia has an inconsistent auto insurance complaint history over the last four years, with no auto insurance complaints in 2011, 2012, 2014 & 2015, but a higher number of complaints than average in 2013. In its worst year (2013) during this period, Southern Insurance Company of Virginia had a number of complaints 46% more than the industry average. I prefer to choose auto insurance companies with a consistent history of lower than average number of auto insurance complaints each year.

Southern Mutual Insurance Company sells auto insurance in the states of Georgia & South Carolina. Southern Mutual Insurance Company had no auto insurance complaints in 2012, 2013, 2014 & 2015, and only one complaint in 2011, but due to its very small auto insurance market share, resulted in a worse than average auto insurance complaint ratio. I prefer to choose auto insurance companies with a consistent history of lower than average number of auto insurance complaints each year, but the occasional year with a high complaint ratio due to only one or two complaints is not a concern for me.
The auto insurance market share for Southern Mutual Insurance Company has increased each year since 2011, which may be a sign Southern Mutual Insurance Company has competitive auto insurance rates.
5. Home Insurance (Homeowners, Condo, Renters) Complaint Statistics & Ratings for the Donegal Insurance Group companies
My home insurance complaint rating definitions are the same as my auto insurance complaint rating definitions, and the home insurance complaint ratios work the same as the auto insurance complaint ratios, where you want to see complaint ratios less than 1.00 each year, over the last three years.
Here’s how I determine my home insurance complaint ratings:
B = Better than average. Insurance companies with complaint ratios less than 75% of the average insurance company.

I use a minus sign (-) to indicate home insurance complaint ratios slightly worse than average (1.05 to 1.25) and a plus sign (+) for home insurance complaint ratios slightly better than average (.95 to .75).
W = Worse than average. Insurance companies with complaint ratios more than 125% of the average insurance company.

Le Mars Insurance Company sells home insurance in the states of Iowa, Nebraska, Oklahoma, and South Dakota. Although Le Mars Insurance Company had no home insurance complaints in 2015, it has a worse than average home insurance complaint history from 2011 to 2014, with the number of home insurance complaints in its worst year during this period (2013) at 737% more than the industry average. Although the higher home insurance complaint ratios are influenced by its very small market share, the consistent higher than average number of home insurance complaints in most years are a concern for me.

In 2015, it had only two home insurance complaints, which resulted in a worse than average home insurance complaint ratio because of its very small market share. The occasional year with a worse than average complaint ratio due to only a few complaints for a subsidiary with very small market share should not be a concern. I prefer to choose home insurance companies with a consistent history of lower than average number of home insurance complaints in most years and no recent trend of higher complaint ratios year after year.
The home insurance market share for Southern Mutual Insurance Company has increased each year since 2011, which may be a sign Southern Mutual Insurance Company has competitive home insurance rates.

Auto Insurance: Most of the auto insurance subsidiaries of State Farm, Allstate, GEICO, and Progressive have about the same or better three year (2012, 2013, & 2014) auto insurance complaint records than the Donegal companies, except Michigan Insurance Company (available in MI only), Sheboygan Falls Insurance Company (available in WI only), and Southern Mutual Insurance Company (available in Georgia & South Carolina), which have about the same or better three-year auto insurance histories than State Farm, Allstate, Progressive, and GEICO.
Home Insurance: Most of the Allstate & State Farm home insurance subsidiaries have better three year (2012, 2013, & 2014) home insurance complaint records than the Donegal companies, except Southern Insurance Company of Virginia and Southern Mutual Insurance Company, which have better three-year home insurance complaint histories than most of the Allstate & State Farm subsidiaries.
7. Donegal Insurance Group Review Summary
Here’s my summary to give you the bottom line on the customer satisfaction & rates for Donegal auto & home insurance, to see if the company performs better than average, average, or worse than average. Since Donegal Insurance Group is not rated by JD Power, my evaluation is based on its three year auto & home insurance complaint statistics.
Inconsistent complaint ratios each year, sometimes better than average, sometimes worse than average, should be a concern for Donegal Insurance Group auto & home insurance customers. Although some Donegal subsidiaries have very good three complaint histories, they are the smaller subsidiaries, so these ratings are based on the auto & home complaint records of the largest Donegal subsidiaries.

Although a company’s auto & home insurance complaint record can be particularly useful for identifying poor claims service, it shouldn’t be the only tool you use for evaluating customer satisfaction. With companies like Donegal Insurance Group, having their policies sold and serviced through independent insurance agents, the quality of customer satisfaction & service will depend a great deal on the agent you choose.
Donegal Auto & Home Insurance Rates
For pricing, the most reliable way to know if an insurance company is over-priced is to conduct your own pricing survey, by requesting price quotes from all the leading insurance companies in your state, to find the best company for you, but a recent rapid increase or decrease in market share may indicate whether a company has higher or lower auto or home insurance rates.
Donegal Mutual Insurance Company and Atlantic States Insurance Company have grown their auto & home insurance market shares which may indicate competitive pricing, but their inconsistent customer complaint histories are a cause of concern.
Le Mars Insurance Company, Michigan Insurance Company, and Peninsula Insurance Company have decreasing auto insurance market share, as well as decreasing home insurance market share for Le Mars Insurance Company and Michigan Insurance Company, which may mean their rates are not competitively priced.
Southern Mutual Insurance company, available in Georgia & South Carolina, has excellent auto & home insurance complaint histories, as well as increasing market share for home & auto insurance. However, the size of its market share is still small, so there may not be many independent insurance agents representing this subsidiary or recommending it for some reason.
Some companies charge twice as much as other companies for the same coverage, and size or market share growth may have more to do with advertising than competitive rates. Like with any auto or home insurance company, if you are insured with a Donegal company, you may have good rates or you may be able to save a lot of money, while keeping the same or getting better coverage, by insuring with another company.
