This review will show you the twenty-five biggest homeowners insurance companies in California, covering of the CA home insurance market, ranking them from best to worst based on their California homeowners insurance complaint records over the last three years (2011, 2012, & 2013). I’ll show you the home insurance companies with the best & worst complaint records. Reading this review of the major California homeowners insurance companies can help you find the companies offering you the best coverage at the best price, as well as help you avoid the companies with consistently poor homeowners insurance complaint records each year.
This review is divided into two sections: The homeowners insurance complaint rankings for the companies consisting the twenty-five largest home insurance brands in California, and then complaint information on other companies outside the top 25 largest companies, with the best and worst homeowners insurance complaint records.
Section I
25 Top CA Home Insurance Companies Ranked from Best to Worst for Complaints
These 25 largest California home insurance companies are determined by the number of exposures (each property insured, including mobilehomes & condos) they insured in California for 2013, as reported here by the California Department of Insurance website. That web page is also my source for California homeowners insurance complaints against each company for 2011, 2012, & 2013. I use each company’s justified complaint ratio to rank the 25 largest homeowners insurance companies in California. The justified complaint ratio is the number of complaints per 100,000 exposures for each company.
I list the companies from #1 to #25 by the size of their CA home insurance market share (based on number of California exposures), so the first company listed at #1 is the largest, not the company with the best homeowners insurance complaint record. Look for each company’s “complaint record ranking” in bold below each company’s name, to see if its homeowners insurance complaint record is good or bad, compared to the other top 25 companies.
I determine each company’s complaint ranking usually on its largest subsidiary, if the company has more than one subsidiary insuring homes in California, unless a substantial portion of a parent company’s total homeowners insurance customers are with subsidiaries with a much different complaint ratio. I consider the company’s performance over the last three years (2011 to 2013) but weigh the results of the most recent year(s) more heavily.
The California homeowners insurance market is fragmented like most states, with over a hundred competing companies and no company having a majority share of the market, and where even major national companies like Nationwide and The Hartford have only around one percent of the market. Smaller sized companies are large enough to make my list of the top 25 largest home insurance companies in California, but some better known names may not be included. Because there are many more insurance companies insuring houses, mobile homes, and condos in California about the size of the smaller companies on this top 25 list, Section II of this review includes & compares the homeowners insurance complaint statistics for other companies, outside the top 25, with the best and worst home insurance complaint records.
You can get price quotes or find local agents by going to each insurance company’s website, which for many of the home insurance companies discussed here, can be reached through the ads at the top and bottom of this review.

An insurance company’s complaint record is important, but so is the company’s coverage options and price. Some companies charge a lot more than other companies for the same coverage. A big mistake people make when shopping for home insurance is they don’t check the rates of enough companies. If you haven’t shopped your auto or home insurance in the last few years with at least five other companies, there is a good chance you are paying too much. Has your agent or company ever thoroughly reviewed your coverage, policy limitations, & exclusions? Shopping is a great way of getting additional opinions about your coverage from other insurance professionals. Your home is probably your biggest investment, so you want to make sure it’s properly insured.
